2026 general election
What’s on the ballot in Guam
Tuesday, November 3, 2026. The governor and the delegate to Congress are elected territory-wide, so every voter in Guam chooses between the same candidates. Party nominees were chosen in the August 1 primary. Independent candidates qualify by petition.

Who’s on the ballot
Each candidate’s stated positions, their record, and the published arguments for and against them, in ballot order.
The delegate represents Guam in the U.S. House of Representatives for a two-year term. A delegate can introduce bills and vote in committee, but cannot cast a final vote on the House floor.
How the winner is decided
- Governor and lieutenant governor are elected together as one ticket, and the ticket needs a majority of the votes cast. If no ticket gets one, the top two meet in a runoff on the fourteenth day after the election — Tuesday, November 17.48 U.S.C. § 1422
- The delegate also needs a majority, with the same runoff rule.48 U.S.C. § 1712
Voting in Guam
